Windego is the one who attacked the ship to Fort Joy the player was one. The player meets her several times during the journey through the game. This video shows the battle against her in Sallow Man's camp on the Nameless Isle, which basically starts the "Mercy is Power" quest. She is a devout follower of the God-king and is always brought back to (un-)life by him, even when her sould is consumed.
